question about S.T.A.R.S.
I was reading about S.T.A.R.S. and i found where it says that this was at first a branch in the NYPD, and not originally in RC. Also i read that the unit was created in RC in the 70's and not prior to the cannibal incidents but rather modified as barry and chris came in. Im now unsure which way it is.

It's really entirely dependant on where you get the info from.
The original timeline that was released on various Websites, including an official Capcom website, used a FanMade Timeline.
This Timeline used S.D.Perry's Books as sources of information, and S.D.Perry made it so that S.T.A.R.S was a sort of Global Military Service, which started in New York in 1967 in response to Terrorist attacks.
However, as far as I'm aware, the official view is that S.T.A.R.S were created in Raccoon City in 1996, as a part of the "brining Raccoon City into the 21st Centruy" project.
This project was funded mostly by Umbrella, and a few other civilian companies.
S.T.A.R.S were created in response to an increase in Terrorist Threats upon the town, and various other problems. Obviously, the main reason (hidden from everyone else) was to be used as test subjects in a controlled outbreak, created by Umbrella.

Yeah, i read that bright 21st plan with S.T.A.R.S. being part. In those books it says that yeah, also i read this at the timeline at the europe site for the series. you mean that timeline didnt happen? i also read there that Jill was born on valentine's day, but ive seen nothing that says another specific day on that.

I noticed on 'PU' Jill isn't in the BSAA section.
Both PU and the Resi wiki both say Jill was born in 1974, but an actual day isn't given. But Jill Valentine being born on Valentine's day seems to be one of those things that kids think because it relates to her name. Although since it's her last name then it's incredibly unlikely.
It's like saying Jill is related to Vincent Valentine from FF7.

Then it could be that NYPD was first with the unit?
Also, since the timeline appears on the series site in europe you would believe in it.
