So I encountered a nasty glitch where the red exclamation box does not appear above the merchant's head over at the Black Cat for the Cypher Text quest (part of Wyrm Hunt series of quests).
Anyone can help me?

Too bad about the story involved in the quest,
But I think you can skip the steps altogether, and just take it to Hillfigure knoll.
(Mapped here if you don't happen to know where that is)
Since, the entire goal for the "cypher" quest is just to get you to discover the knoll anyways.
