xbox 360 RE:orc Special edition DLC problem

Hi, i recently purchased the special edition of Resident Evil Operation Raccoon City for the xbox 360.
Included in the special edition is a download code for 8 unlockable weapons, and 6 alternate costumes for the characters to use in-game.

i have tried to redeem this code both on my console, and via xbox.com but was met with the error message "There is a problem with the offer associated with this code".
Xbox .com customer services have advised me to contact you directly, can you please help?

Not on the XBL marketplace yet for sale, but should still be available to download for people who have purchased the special edition and have the DLC code.
No luck yet for me. Still the same error message everytime :-(

the code from Special Edition is only working with an US-Live account (US PSN account if it is the ps3 version)
