The Hero achievement

How the hell do you unlock this achieve I've done all main quests & non-board quests & still it won't pop do you have to 3 star all the quests in your pawn's quest page or what can any one help

did you do fornival's 2nd quest ( i dont know if its spelled right)

the first quest is to evict tenants from their homes for him the 2nd one is having to escort his daughter around town
