I found an bug:
I played with C.Viper on medium but the second phase of Seth was to hard, so he beat me up, all the time.
So i decided to start new arcade on lowest difficulty (to unlock Cammy) and getting to Seth was easy but then, Seth himself fought the same way he did in medium and i tried and tried and tried an switched my ps3 off. :cry:
The next day i gave it another try and then Seth was easy like all enemies before him and i nearly made a perfect.
So there must be a bug with the difficulty settings!
I think you just burnt yourself out trying to hard :P
The first match against Seth should be easy if youre required to fight at least 2 battles, because hell go full power in the second match. (as is evident from the mini-cutscene)
In a way, Ive found that Seth fights exactly the same in difficulitys ranging between easiest and the first round of Hard.
He just changes the timings of blocking and focus attacks, effectively allowing to be hit more often on the easier settings.
If youre fighting only one battle for quick unlocks though, Seth wont go full powered, but he will use moves from the second match, like the sonic booms and piledrivers.
Theres no sign of a bug going by your explanation. ^_^

Sorry, but exact the same difficulty on easiest as on normal and after restarting the game and trying it again on the easiest difficulty where he let u defeat him with minimum to zero defense isnt normal for me!!!

Seth round 2 is designed to be the toughest battle and everyone seems to have the same problem no matter what dificulty setting. It isnt a bug though, just an overly difficult CPU (Well cheap actually) for Seth.
Back in my day, we always died dozens of times on bosses without getting any further. >_>
Nah, but I dont see how this is a bug. Its a big difficulty curve, but its only fitting for a bossfight.

Im sorry, but i dont think you see what i mean:
- First time on easiest -> Seth unbeatable
- after PS3 restart, same difficulty level -> Seth beaten with getting only one hit!
I had a lot of trouble with Seth as well, until I realised that the AI was dumb and I could just low kick him to death when he tries to get up.
