Just by a coincidence I found out that the voice to a monk in Rorouni Kenshin, was the same as Seth. Can hear him in episode 38. The name of the actor: Michael McConnohie. :3

Wow, he's voiced A LOT of characters. I'm pretty impressed that he also voiced The Lich King, Epoch Hunter and Kel'Thuzad from World of Warcraft. They had awesome voices. :3
And Zhou Tai from Dynasty Warriors. <3

Wow, he's even done voicework for Akira, Transformers, Teenage mutant ninja turtles, and Masked Rider. XD
No wonder he's such a successful voice actor, with that many shows behind him!
PSH! If we're talking Voice actor's:
The reason I played Dictator most of all character in SFIV, is because he's voiced by Norio Wakamoto, who is a GOD amongst men!
(You might know him as the Japanese voice of Cell (DBZ) , Emperor Charles (Code Geass) , Barbatos in the "Tales of ..." series, or Dracula in most castlevania games amongst others.)
