does anybody know what tricell is in resident evil degeneration
The TriCell Pharmaceutical Company was founded by the Travis family, and is run by Excella Gionne (whose grand mother was a Travis) in 2008. Its unknown if it was the unnamed Umbrella Chemical, inc. rival.
More light will be shed on TriCell in Resident Evil 5. They were also featured in the ending of Resident Evil: Degeneration, collecting remains of the G-Virus from the severed tip of Curtis Millers mutant tail

As far as I know, Excella doesnt run the entire organization. So far, all we know is that shes quite possibly the highest-ranking official of the West African branch.

Accepting employment at TriCell, Excella worked her way through the ranks and was responsible for founding and installing TriCells presence in West Africa.
So yeah could be....vi will all know more after RE5 :)

Its pretty much been stated that Excella is only the head of the West African branch of Tri-cell.
Though I wouldnt be surprised if her main aim is to take complete control of the company, ala Wesker.
But honestly Hitman, a quick search of thes RE5 thread alone would have given this answer. Or even a quick search of the internet:

No, the recent film; Degeneration is set in the game universe and not the live action ones. Its canon.
