Nobody knows.
Capcom are, inevitably, always going to be working on a Resident Evil game. It's one of their biggest sellers.
A PSP game is in the works, along with the next installment in the main series, which is said to be a "reboot," but nobody is sure what is meant by "reboot" (it could mean anything from a new control scheme, to a complete restart to the series).
Aside from that, nobody is certain of the style of the game, the storyline, characters, settings, gameplay, etc, etc.
Depends on what your friend means by "new", there are a few titles heading our way, but mostly re-releases.
There's RE Archives: Resident Evil 0 heading our way in January, RE5 Gold Edition a few months after that and Resident Evil Portable in the near future. There's also Darkside Chronicles just out.

Resident Evil Zero is Gamecube and in January will be on the Wii.
No news on Resident Evil 6 and I don't think their will be for a while.

Apart from RE5 Gold edition their are no plans right now.

i dont want to start a new so i just ask right here. i have finish the RE 5 2 times now i play on hard mode, and i started hard mode with sheva and i regret that because i want to play with chris, but i dont know how i can play hard mode with chris now when i have started with sheva. do any one have any idea how i restart the hard mode game?

Yeah, new game, pick hard and then choose chris?
