It would also be cool if topics had a topic...
Outbreak File 3 would be a good idea imo. I wasnt a huge fan of File 1 or 2, but the idea of having them release a File 3 on both PS3 and 360 increases my interest. And perhaps they could finally include the missing scenarios...and perhaps include offline-multiplayer? As they orginally wanted.
They could easily remove the loading times too. They were the main reason why I hated the games.
It be a welcomed checkpoint in between now and the release of RE5, the problem is how it would be implemented, I think it would take too long to appear on PS3 with full desired functionality.

they wont make it before re5 i hope they do make it and its released in the next 3 years

But in what country would they base it in...? Now, that is a hard one.

Set it in Raccoon City again...thats what most of the fans want.
Either that, or have it take place in several locations.
Spain, Raccoon City, Sheena Island, Rockfort Island...
I think Outbreak will work better now then any entry to the previous series has done (due to the amount of people who play online compared to a few years ago), but why waste resources when they could be putting them towards something new?

if they make a resident evil outbreak 3 it would be cool to set it in england for once in a resident evil game come on theres not a lot of games that are set in our country umbrella could move on to this country and there should be a new zombie virus.

Or France, Or Germany, Belgium, Sweden, China, Japan, Korea...the list goes on.
The problem with setting games in most european countries is the lack of automattic weaponry... Guns have always been a fairly major part of the RE universe...England and most other European countries cannot offer this.
Ok, I like Outbreak 1 & 2 and would be extatic if Capcom released an Outbreak File 3, that would be a great idea. Although (maybe its because I just suck at the Outbreak games) these games are pretty hard in single player mode. :|

They were designed for multiplayer and in single player AI isnt the best so that doesnt help really.
Resident Evil Outbreak File#3 I would love though. Needs voice chat though IMO

Resident evil outbreak file 3 could be the best ever re game if they keep the same style as re oubreak 1 with characters trapped in all the chaos improved graphics and loading times better singleplayer and really good online mutiplayer maybe even mutiplayer survival or deathmatch style for up to 4 players not online set it in a new cool place extra things weve never seen in re games before but not changing any of the basic things that made all the re games great before number 4 and i think we would be on for a winner.Tell me some of your ideas what they could do for this game:)

what i liked about the outbreak series was its realism, when getting bit, you couldnt repair your self and the time was ticking...so you had to rush and make sure you used your items wisely, talk about a TRUE survival horror. ;)
outbreak 3, EXCLUSIVE to the PS3 would be insane, IMO.

I liked them also i never had the chance too play online it would be fun i think it would be cool if there was a police station as a Base for online play and maybe
if the game would be a bit rpg orientated you could raise you S.T.A.R.S rank by doing training missions or shooting range in the police station i aslo liked the personalitys in voice chat with your team mates offline i like that in games it add some depht init .
if the game would be a bit rpg orientated
No freaking way, non rpgs are not rpgs for a reason.

My only demands for an Outbreak File 3 are:
1. Make it available on 360 and PS3.
2. Bring back Lone Wolf mode.
3. Give us a full map of Raccoon City.
I agree TZM also maybe have other online modes like some people suggested for 5 as i think it would be more suitible for outbreak file#3 than resi 5.

Different styles of gameplay would certainly be an interesting concept, but i think itd be hard to implement considering the style of Outbreak.
This is, of course, assuming that a File 3 would be using the same sort of control and camera system as File 1&2.
The problem with that is it will feel like a recycled version of previous installments, you can argue about Resident Evil 5 in the same way, but the game its based on isnt 10 years old.
I think theyd have to radically change the game in order to feel like the games woth the price tag.
I liked both File 1 and 2 and sure I would like to see the new one. Meeting with random survivors and getting their help or helping them or leaving them alone, such decisions ( yes rpg like ) will be cool imo.
if outbreak 3 ever came i wold want to keep the old style control system and veiw point, gameplay as Resi 4 has moved on with 5 following suit.
Outbreak File#1 and 2 were in the uk were 29.99 10 cheaper than many many other new games at the time, if you bought online you could get the game for 22 to 25. Most ps2 games at the time had a RRP39.99 unless they were budget format or platinum.
I understand what TZM getting at with it being difficult implimenting various gametypes but if they did it would be intresting.
ye file 3 is what we need/want!!!and mabey with 20 levels and mabey include the same levels as in reof1&2..and of course make it online..faster loading times and that would be perfect!!!b)

I think what would be the best addition/change to the series would be fulffilling the promises that Capcom originally made:
1. Offline co-op (even if you have to do it as multiple TV LAN setup)
2. Larger levels
3. When you start, you are in a completely different location from the other players. There is a location where you can all meet up, but if one of you is too slow...then the rest can go on without even knowing if you are still alive or not.
The original previews of Resident Evil Online (before it was called Outbreak) stated that this could be the case, with the game telling you to get to a specific location, but not giving you a certain time. Players could end up waiting at this location for several minutes before anybody else turned up, or even be left there without anybody ever meeting them because they went too slowly to get there.
I just think the game would become much more interesting this way, even if you were only seperated for 5 minutes, that could still dramatically change the outcome of the game. You could end up saving the team by turning up to a boss battle and completely destroying the boss, or you could end up coming across your 3 team mates bodies, as a weakened boss wonders around looking for more prey.
Etc, etc, etc.
I would love to see Raccoon again I loved Outbreak 1 & 2 though I myself only got the chance to play offline mode.
But I agree with some others here.
I doubt Capcom now with the introduction of Las Plagas and possible Progenaitor Virus with RE5 would let us return to Raccoon and Zombies.
I guess we would see other locations in the world but ofcourse is not nesscarly wrong but on the other hand I guess Las Plagas would be the new enemies then.
Ofocurse they could make a Outbreak taking place around Russia(if one now count years after sheena Island etc) as we know that there they had Zombies before Chris and Jill took it down.
Or make a game Outbreak taking place over a certain span of year with start in Raccon to move to sheena/Rockfordt Island and Zombies then taking us to Europe and Las Plagas and maybe move on to Progenatior Virus and Africa?
The problem though would be to make the plot fit. Why would the characters end up in Rockfort for example after Raccoon or Eu at all.
But maybe this Outbreak could have a newly built S.T.A.R.S team or Merc group sent by the states and use BSAA in later of its episodes???

No! Please no S.T.A.R.S. or BSAA in Outbreak. I think it was great, that the Characters in these Games were (except Kevin) just normal people and no Soldier-type guys with special training... it always made me feel like: This could be you...
I would love to see Raccoon City again, too, but if it were to take place there, it should be new characters. The ones of the previous files have been wandering the town for quite a while and making them run around even longer, it would be a little too much IMO.
If it were located somewhere else Id suggest either Sheena Island (bet there were some civillians too...) or some completely other place. Rockfort Island had too many Special Forces too, and the Russia Base also...
I wouldnt care about a 360 version. As long as it would be for PS3 or (unlikely) Wii, I would be fine.
And since I dont like playing online, I would like them to make it basically like the others... I want to be able to unlock everything while playing offline only! Forcing anyone to play online to unlock everything simply isnt fair! (What with those, who CANNOT play online!)
The gameplay should stay the same.

As far i now Outbreak had some dedicated Online players and was certanly in social aspect a plus it should not be total action the mood of exploring areas doing quest solve ridels you now what i wanna say maybe they can make an engine that if you do a quest the riddels are alway,s different like some games have if you play them the second time all area,s are different .
It would be cool imo if your addapted too a certain character you can increase your ability,s by doing quest or get your hands on stronger weapons as your rank increase .
Maybe the ability too carve lickers <- Na joke:)
well i think a lot of members here like Outbreak.
Heres how I think gameplay should be:
Three character types, each with different scenarios:
Survivors - Ordinary people as seen in the Outbreak series so far, each character has their specialist skill.
Umbrella Operatives - Members of Umbrella, whose job is to clean evidence, kill witnesses and carry out missions.
Public Services - Fire Fighters, Police and Medics, whose job it is to find and rescue as many survivors as possible
Each stage has randomly generated aspects, so certain paths are closed off while others are open, meaning players do not know what to expect, things like codes and puzzles are also randomly generated, but the map remains the same, preventing players from easily running through, and like TZM said, players should start off seperated in different sections, and I think that characters should only register with the player when they are found, a little roster in the lower part of the screen will tell of releationships and current status.
New Characters:
Businessman:
A hard working business man that carries a suitcase with him with limited capacity to hold a small item, in his briefcase, he has paper and pens which can be used for silent communication via note, leave notes for other players of dangers as well as a memo for puzzles and significant events, the ink and paper can eventually run out, forcing him to find more.
Injured man:
A man whose upper body is recovering from injury, can tear off bandages to use them to distract zombies with the scent of blood, the problem being that if he rips off the wrong one, he will begin to bleed and will need medical attention, a plaster cast on one of his arms limits his weapon weilding ability but can also be used to shield him from blows for a short period before it breaks, on breaking, he will have to find items to make a splint and sling, he should also carry a medication bottle, the medicine benifits him greatly and he must take it on a regular basis, it can also be given to other players to heal them slightly, but should he run out he will become weaker, due to his injuries, his infection rate is higher.
Student:
Like Yoko, but has a backpack full of study books, each book grants a special effect, such as a botany book increasing the ability of herbs, Biology that allows better healing and better damage to enemies as well as lowering infection rate and a chemistry book, that allows weapons and items to be created, such as acid that can melt locks.
His drawback is that his bag is full at the start, limiting what he can carry, forcing him to give up some of the books that give him an advantage.
Umbrella Spy:
Appearing like a civillian of choice, the spy has to infiltrate the group and either manipulate or assassinate them from within, as ordered by umbrella, The spy is given several tasks of killing witnesses, destroying incriminating files and destroying evidence of bio-weapons, should they fail, operatives will be sent to kill them and their group, they can also go renegade, exposing umbrella secrets and actually aiding survivors with their funds.
In disguise, their ability is limited more than that of a real survivor, like one disguised as David the plumber, for example, would be able to use tools as weapons, but not repair and make weapons, this tell tale sign will allow survivors to discover traitors in their group.
Umbrella Opperative:
Like HUNK, special opperatives are sent secretly on specific missions, such as seizing files, virus samples or destroying Bio-Weapons, they are armed and equipped from the start with special forces gear, on a regular basis, they have to report to superiors of mission status in order for their support and supplies to continue, they can lie about failure in order to go renegade, but will be hunted by other opperatives.
Gas mask and other clothing stops the infection rate entirely.
Police Officer:
Equipped with a handgun, bullet proof vest, radio and handcuffs, can handcuff those suspected of being traitors momentarily as well as handcuffing monsters in place, allowing evasion, bullet proof vest provides resiliance from monster attacks and gun fire.
Fire Fighter:
Equipped with a radio, fire axe and fire extiguisher, gas mask lowers infection rate, heat resistant clothing allows them to go through fires and hot areas mostly unharmed, fire extinguisher helps put out fires, fire axe can cut down doors and knowledge of fire points allow them to use extinguishers as weapons.
Communications:
I think characters should be able to talk freely in the same room, should a character leave, they have to shout to be heard outside, they can communicate Via two way radios, which come standard for certain characters and can be found as well, they have limited charge and have to be used sparingly, Also, as with Umbrella Chronicles, it should be possible to hear outside transmissions at random, allowing you to hear characters that could be conspiring against you.
Puzzles:
Puzzles should be logical, things like finding a way to get in a blocked door, finding keys and gathering supplies rather than lateral puzzles.
Be The Zombie!
Players in any mode should be able to become zombies, it would completely change priorities, they should start off with full health that degrades over time and can only be raised by finding and devouring humans, players will lose control should they get close to a living being and automatically attack living humans they are near.
Thats all for now, ill think of more later :P
SEARCH AND SIGN RESIDENT EVIL OUTBREAK FILE 3# PETITION!
[Please don't Double Post, and please don't post an all caps response that is pasted repeatedly. TZM]
Some new characters:
SCHOOL GIRL:
wears a short dark-grey skirt with a white polo shirt with her sleves tucked up to her elbows ,it is a button shirt ,a tie coming down right in the middle of her breasts reaching to her belly button lol!!!!a smal thin red wristband around her wrist ,black high heels with grey socks,a black schoolbag a bit larger than yokos,a silver belt around her waist, brown hair with a long-ish pony tail coming down the back of her head! and a medium sized necklace...
special abilites:
can avode enemys easily and can spot sp items, guns, herbs etc. very easily! even on the map...
BUTCHER:
wears a butcher high hat with brown trousers, that white thing butchers wear around their waist (LOL)and a grey t-shirt with black shoes...and he is covered with blood everywhere even on his face and hat...and he gets a very big knife in his inventory at the start of the game...
special abilites:
hes can easily break fragile doors ONLY! with his knife and and easily kill eneimes and even bosses
PILIOT:
well obviously he wears a pioilt uniform with some black shoes
special abilites:
his health bar goes much more slower than the other surviors...
and i think there should be character customization, with up to 8 online players with 20 very challenging long levels with the same levels in file 1 & 2:)
I dont think your description of the School Girl was very appropriate, you may want to lose the detail, lest this forum gets attention from the wrong type of people.
And I must disagree with your characters, they are far too samey to the regular characters.
One can always let the cast from previous Outbreak Files move to EU and let a Outbreak occur there if they survived that is in my opinion the sad ending was the best ones and there pretty much all died.
But as I said above I doubt Capcom would return to Zombies now with Las Plagas exist.
So I guess whetever its old cast or new it wont be Zombies we face, classical Zombies that is.
I doubt any civilian would go to ethier Sheena or Rockfort island ,most civilians on Sheena island was worker people that was assoicated with Umbrella but had their children used for Tyrant-Experiments.
Dont think there was much civilians on Rockfort ethier mostly millitary and Scientists.
Would be hard for rag team of civillians to end up there out of nowhere and base a couple of episodes on it.
Better use EU or maybe a neighbouring town of Raccon perhaps.
Or perhaps Africa if rumors is correct the villagers there is more Zombie like then even the Ganados where, killing normal Villagers first half of gameplay until all one killed changes in second half, but as said only rumors.
Plus guess we would have plenty of civllians there aswell some tourist some native which we can use as cast.

Considering that the Resident Evil Outbreak File 2 didnt do very well in sales, the chanes are unlikely that they would make a Resident Evil Outbreak File 3.
Somehow the story lacks in the first two, kinda disjointed, when you escape from the the original outbreak howcome are they all in the same place in the Raccon city File 2?
Dino Crisis 3, didnt sell well, despite of fans wanting them to make a DinoCrisis 4, never happenend
Onimmuhsia 4, didnt sell well, the same case as Dino Crisis 3
Im not saying that they wont make one, but the chances are highly unlikely.:)
what were the sale numbers for both outbreak games?
The Spirit
26-08-08, 17:30
The final sales of Outbreak File 2 were;
North America - 200,000
Japan - 200,000
Europe - 200,000
The sales of File #2 in Australia were somewhat poor- starting at a price of $80 RRP, then gradually falling to $20 RRP. The original Outbreak game, despite being on retail longer than File #2, was still sold at $99 RRP because of its popularity and high praises
The game sold some 91,000 units in its first week on sale, which is a fairly decent number, but compares unfavourably with the 227,000 units sold in the same timeframe by its predecessor - suggesting that the online version of the game may not have legs as a franchise after all.
You do the math;)

Chears.
It was a budget title on release i bought it for 24.99
But the poor online for ps2 did not realy help.
I bet if OB3 came on ps3 and 360 sales would be a lot better as the online has taken the a bigger step since the ps2 poor service.
It would be unreally cool!!!!!!!!!! Interesting, will Nemesis be in RE Outbreak file 3?

I Think That Capcom Should Remake Resident Evil Games Such As :
Code Veronica X
The Outbreak Series
Nemesis
And Also Go Back To Normal Zombies For Some Games, The Zombies In RE4 & 5 Arent As Good As The Old Ones. Too Many Crazy Unrealistic Monsters If You Ask Me. But Then Again The Whole Game Is Pretty Unrealistic.
If You Agree With Me Then Speak Up, I Want 'Code Veronica X' 'Outbreak' and 'Nemesis' For The XBox 360 & PS3. :high5:

Gets my vote, I just started a poll for something similar :D
Although I did find this quote on the Destructoid.com website a quote from early last year...
'Recently, at WonderCon (http://www.destructoid.com/wondercon-09-capcom-booth-tour-123157.phtml), Capcom representative Mike Webster responded to a fan question about the possibility of a Resident Evil 2 remake. “Stay tuned, we absolutely understand that these are classic games,” he said. “Some announcements that you will be very interested in [are on the way].”'
OXM had a similar quote as well
Not bothered about a remake on any of those to be honest.
CV is my faverate though
I would love Outbreak file #3 though on Ps3/360

Why remake games that are readily available to all?
Especially games like Code Veronica and Outbreak that are only 1 generation old...a generation that is still going strong (PS2).
Why not have new games?
I mainly want remakes for improved graphics but back to File 3...
In the distance a Voice spoke and it was the Voice of Authority and it said...Thou shalt not have an Outbreak! Well not anytime soon. :p

Don't you see TZM's point? Why bother redoing everything that you already know, simply to make it look better, when there's a tonne of potential when something original is made.

Yes agreed, but I like playing old games as well, but when you go back to them, they seem kinda dated and it takes a while to get used to older graphics again, but I still want to play them only with new and improved graphics and movement. Look at the differtence between RE1 and the RE1 remake, super game all round and when I got the remake I sold my PS1 RE. I love Doom on the PS1, love it, wouldn't play it now tho, I'd love ID software to remake make all 59 levels of it to at least the standard of graphics of Doom 3. I love Silent Hill was happy to hear they were remaking it but when I heard there was no combat I was angry and disappointed, I love the no combat theme and it was original but to associate it with the original violent and scary Silent Hill (PS1)was a crime. And I let them no that it was unacceptable! Plus Fans of Half Life have remade the Original with improved Graphics and it looks great!

Why do the graphics matter though?
REmake I find superior to RE1 because of the gameplay, not because of the way it looks.
Doom I'll play any day, Doom 3 I'll never touch again because it was so bad.
And Shattered Memories isn't a remake of SH1, it's a "re-imagining" which basically means it's alternate universe. A new look at an old premise.
Black Mesa Source does indeed look fantastic...but what will you do if it plays terrible? What if they've got everything wrong, and only focused on the looks? Will you still think it's better than the original then?

Graphics matter to me, I want my gaming experience to look the best it can. I'll still get Shattered Mems tho, but Konami are under the Second Hand Buy status for me, Even the re-imagining should have been a violent assault the original game was. Don't really agree that Doom 3 was that bad.
At the end of the day it all is a matter of personal choice and I chose good graphics when available :D Black Mesa may never get to console for me to try out anyway, shame :(
