Luis.
In my mind, he was one of the more believable characters in the game...and i was so annoyed when they killed him :(
I agree with Zombiemessia that Luis was really cool character and I think he should have survived to appear in future games.
Or atleast kept him alive longer,he died when there still was more then half the game left.
Actually I think it would have been cooler to play Luis then Ada in her seperate ways or a similar sub-scenario one with Ada one with Luis but hey that just probably me.

Another cool one would be that blind boss, but he killed me way to often, so I won t suggest him as the coolest character.

I personally think Claire is the best char. the most enjoyable scenario in Re2, and ofc Code Veronica.

Yeah luis was by far the most beleivable character since everything jill.
i mean if you turned up to work first-day, found all your colleagues to be undead, had to blast your way out with anything you could, were presented with a series of incredibly illogically placed puzzles that you had to solve in order not to be eaten alive, got attacked by a mutant doctor then to leave your city of work the next day as it was nuked.......id say youd be pretty messed up by the endof it. not leon though, what an exceptionally loveable meathead. in fact the above is perhaps why hiis head is now full of cheese.
anyway, Ada is badass she wins.
shes pissed too, her husband died working for umbrella.

You can see that the Merchants are infected by looking at their eyes and skin. So it is obvious that they have broken free of Salazar, Saddler and Mendez.
When Leon is thrown down the pit in the castle, we see many more bodies. It is in my opnion that these are more people that have broken free, along with the bodies we discover on our journey throughout the game.
So perhaps there was a resistance movement being set up? An underground sort of community. They collected as many weapons as possible and were going to start to revolt against the Illuminados...but then Leon came along, and they realised they could use him...so they did.
Probably, doesnt explain why each one has enough weapons to destroy USA though...LOL

Considering Saddler was going to attack the USA...it wouldnt surprise me if they were just nicking weapons from their shipments :P
What it doesnt explain is why they wont sell you all the weapons...
I was joking, plus Saddler was going to destroy USA from inside by sending infected Ashley back to probably infect President.

On top of this serious response though:
Although they were planning on doing an infiltration take over of the USA...they were still building an Army and it is clear that they had a Navy as well (as seen in Seperate Ways), so their plan b was obviously that of full on attack.

In terms of violent content, all the PAL region versions are identical to the North American version. The exception is the German version of the game, which lacks the Mercenaries and Assignment: Ada minigames. The Swiss and Austrian version, however has all the original violence of the normal game and also includes the minigames that were removed from the German version while shipping with a German booklet.

Didn t know that when buying the GameCube version, and someone told me the Wii version wouldn t be cut (even the store where I bought it said that).
Even the manual said there would be bonuses (the ones that were cut out of the GC version), so I played it a while.
The stupid thing was that I noticed too late that Capcom must have made some mistake in that manual, only Seperate Ways was added, nothing more.
And I didn t quite want to buy RE4 3times, you know.
For me, that is another reason why RE4 is annoying.
Okay, probably that s just because of me and my (not existing) brain. I simply should have waited a little until I knew for sure.
Back to topic:
Ada seems to be superior to Leon. Did anyone care to count?

Leon.. but meh, they were all bad and I dont like Leons new stile or his jacket. and Ada was lame because she always tried to be cool ONLY in front of Leon, then in her adventure she gets hit and beaten by zombies (I know they werent zombies, just forgot the other word) and Luis was a... boring character. he only managed to look good because you never played as him. but even YOU would hate playing as him.
I pretty much agree with HumanIce tbh so Im going to have to go with ....

Dont you think that Nemesis cant defeat him using his own rocket launcher? You can beat Salazar with three rockets from your RPG. I bet that 12-15 Hunters can do the job also.
Think about when Salazar transforms. Those tentacles could crush those hunters easily. Of course, if a human can beat a monster, then anything can. This obviously counts for Salazar too.
