Ummm...it is well known fact that Alice was made up by Anderson. She is a hybrid of Alexia, Claire and Ada.

They are the 3 most powerful female roles in the series.
Alexia - Super human powers, mind control, etc.
Claire - Biker chick with attitude, but still a loving and caring person.
Ada - Mysterious woman in red, good with weapons and good at moving about (even before RE4)

Different strengths, Claire is a badass biker chick. Jill is an athletic lockpicker.

I think, mostly, Anderson was going for his 3 favorite female characters.
Ive always found though, that Jill has less character than the other women in the series...she seems so...wooden. Whilst the other women are quite powerful, strong willed, open, etc...
